Policy Granting PPPK Status to MBG Program Staff Draws Scrutiny, Welfare of Madrasah Teachers Remains an Unresolved Issue

Bandung — The government’s policy to grant Pegawai Pemerintah dengan Perjanjian Kerja (PPPK) status to employees of the Free Nutritious Meal Program (Makan Bergizi Gratis/MBG) has come under public scrutiny, particularly from madrasah teachers. The policy is seen as potentially creating inequality, as long-standing issues surrounding teacher welfare and professional recognition remain unresolved.

The opportunity for MBG program staff to be appointed as PPPK is regulated under Presidential Regulation No. 115 of 2025 on the Governance of the Free Nutritious Meal Program. The regulation states that employees of the Nutrition Fulfillment Service Unit (Satuan Pelayanan Pemenuhan Gizi/SPPG) may be appointed as PPPK through a selective mechanism, limited to certain strategic positions.

Meanwhile, madrasah teachers across various regions continue to face persistent challenges related to income and job security. Many certified teachers who have completed the inpassing process still earn salaries below the regional minimum wage. In addition, the teacher certification process itself is considered demanding, requiring lengthy training through the Teacher Professional Education Program (PPG), competency examinations, and teaching practicums.

This situation has raised public questions regarding the government’s priorities in formulating civil service policies. Madrasah teachers argue that long-standing issues in the education sector—such as accelerating certification, ensuring fair inpassing implementation, and improving teacher welfare—should be addressed first before opening PPPK pathways for employees of newly established programs.

As of now, the government has yet to issue an official response outlining concrete measures to balance PPPK opportunities between MBG program staff and madrasah teachers. Nevertheless, the issue serves as an important reminder that civil service recruitment policies should be guided by principles of fairness, proportionality, and recognition of educators who have long contributed to the nation’s education system.
